Capacity Building for Local and Regional Authorities

PROSPECT CUBE is an EU LIFE-funded peer-to-peer learning and mentoring program that helps local and regional authorities turn sustainable energy and climate ambitions into implementable, finance-ready projects. The program focuses on innovative financing approaches and practical “enabling structures” (for example one-stop-shops, energy agencies, and energy communities) to reduce reliance on public funding alone and attract long-term investment. 

Why PROSPECT CUBE

Local and regional authorities sit at the center of Europe’s clean energy transition, but starting points vary widely across Europe in technical capacity, financial know-how, and access to EU programs. PROSPECT CUBE addresses this gap with practical learning that supports project implementation and investment readiness, with special attention to smaller and remote municipalities. 

What the program offers

PROSPECT CUBE delivers a peer-to-peer Capacity-Building Programme tailored to public-sector time constraints and delivered in multiple languages (8 EU languages covering 12 EU Member States). Learning is delivered through adaptable modules and repeated learning cycles combining online learning and in-person exchange formats.

Core elements include:

  • Peer learning and mentoring focused on delivering real projects, not just plans

  • Interactive online sessions and courses, including the PROSPECT Academy learning offer

  • In-person activities, including study visits and masterclasses

  • Practical tools and learning materials to strengthen decision-making and financing readiness

  • Policy-oriented webinars and exchanges connecting local practice with EU and national policy context

The focus: financing and enabling structures

PROSPECT CUBE supports authorities in using innovative financing schemes and setting up enabling structures that can unlock private capital for local energy and climate investments.

Examples referenced through the PROSPECT learning offer include:

  • Innovative financing options such as Energy Performance Contracting (EPC)intracting, and citizen financing

  • Enablers such as one-stop-shopsenergy agencies, and energy communities

Scale and ambition

PROSPECT CUBE targets a Europe-wide community of 500 local and regional authorities, with 356 expected to actively participate in the learning program and advanced mentoring. The initiative builds on earlier EU-funded PROSPECT editions that supported hundreds of cities and regions over the past eight years.

TEA role in PROSPECT CUBE

Tipperary Energy Agency (TEA) participates as a consortium partner and an internal mentor, contributing practical experience on implementing sustainable energy measures and enabling structures, and supporting peer exchange with participating authorities and agencies across Europe. (
